According to the U.S. Defense Department, 95 percent of service members on active duty pay the $1,200 to sign up for the GI Bill, but 29 percent of those members do not take advantage of what the bill has to offer. Troops pay $100 per month over their first 12 months of service to become eligible for the GI Bill.

Service members must use their GI Bill benefits within 10 years. The Department of Veterans Affairs reports that last year, just seven percent of veterans who left the force before 1997 had used their benefits within the decade-long window.

The Department of Education states that during the 2003-2004 academic year, veterans were twice as likely as non-veterans to have not enrolled in a degree program. In 2006, veterans in college since 2003-2004 were more likely than non-veterans to indicate that they had no plans to earn a postsecondary degree.

The GI Bill provides service members with 36 months of benefits, which amount to about a four-year degree. The Department of Veterans Affairs reports that vets tend to use 17 months of benefits on average.

Apparently, many vets are opting for two-year degrees and certificate programs due to changes in life priorities. Some experts contend that the GI Bill doesn’t cover enough college costs and that the 10-year limit does not allow for the transition time soldiers need upon return from duty.

Many service members return from duty to face physical and psychological limitations, which could account for lack of enrollments and drop-out rates among their ranks.
